+ - How are bids kept confidential?
Each bid is envelope-encrypted to the procuring entity's key and is unreadable until a committee opens it under HSM M-of-N quorum at the scheduled time.
+ - What is a double-envelope tender?
Technical and financial proposals are submitted separately. The technical envelope is opened and evaluated first; the financial envelope stays sealed until technical qualification passes.
+ - Do I need a digital signature?
Bids are submitted with a cryptographic receipt; PKI client-certificate signing (smartcard/token) is supported for non-repudiation on critical actions.
+ - Why was a firm blacklisted?
Debarred firms appear in the public registry on the Suppliers page with the reason and duration; they are automatically blocked from bidding until the bar ends.
